Expansion of sojourn period for 'foreign seasonal workers' to meet the labor shortage in the field of fishery and agriculture

South Korean government is going to expand 'the seasonal work system for foreigners’ to meet the shortage of labor in the field of fishery and agriculture announced by the Ministry of Justice together with the Ministry of Agriculture, Food and Rural Affairs on Tuesday, May 30, 2023 at the Seoul Government Complex.

 

 

Since 2015, the ‘seasonal work system’ is promoting the legal foreign employment in rural areas to solve the problem of seasonal labor shortages in the agricultural and fisheries sectors operated by the Ministry of Justice.

 

Accordingly, the Ministry of Justice decided to extend the period of sojourn for seasonal workers by up to 3 months per year at the suggestion of the Ministry of Agriculture, Food and Rural Affairs, allowing them to work for up to 8 months.

 

The Ministry of Justice plans to revise the law as quickly as possible and apply retroactively to seasonal workers who have already entered the country and are staying in the country through an addendum.

 

South Korean Ministry of Justice, the Ministry of Agriculture, Food and Rural Affairs have also decided to strengthen support for adaptation and prevention of churn due to the expansion of the workforce.


To proceed the plan, the Ministry of Justice will establish an information system for efficient management of the seasonal work system through sharing information and utilization, and promote policy support to improve the proficiency of foreign seasonal workers in the agricultural and fisheries sector.


The Ministry of Agriculture, Food and Rural Affairs will expand public seasonal work projects to ensure smooth manpower supply in rural areas, and will also support improvement of the residential environment so that seasonal workers can stay legally and stably.

 

On May 24, the ministry of justice, in expectation to meet the shortage of labor in the field of Agricultural and fishery, has allocated about 12,869 workers (107 local governments) in addition to the seasonal workers (26,788 workers, 124 local governments) in the first half of last year, but still the problem is not solved and demands more improvement.

 

The seasonal foreign workers employment plan for the seasonal work system announced today can be implemented and settled as soon as possible.
