A foreign criminal holding Kazakhstan nationality was arrested and indicted on February 28, 2024, who murdered a Korean man and fled to his country to take a refuge.
Kazakhstan prosecutors filed an indictment in Korea at the request of the Ministry of Justice of the Republic of Korea.
The Kazakh criminal entered in the Republic of Korea country for the purpose of employment around November 2003, and committed murder by strangling the victim; a Korean man(48) who was his employer around May 23, 2004.
After committing a murder, the criminal tried to hide the dead body by drowning it in a nearby reservoir in order to keep his committed crime in secrete.
Later, after few days, the victim’s body was discovered and investigated but the Kazakh criminal was successful in fleeing to his country Kazakhstan.
In January 2007, the Kazakhstan authorities approved the extradition of their nationals under the Constitution of Kazakhstan Let's reject a request for extradition of a criminal on the grounds that “it is not permitted” said the Ministry of Justice.
Around January 2009, South Korean Ministry of justice requested to the Kazakhstan authorities that criminal will be prosecuted and punished at least locally.
Afterwards, the Ministry of Justice provided their investigation records and held several working-level consultations.
The Korean government efforts were continued to persuade the Kazakh authorities through video conferences, etc., and finally the Kazakh authorities ended up indicting the criminal for murder.
This case is an example that declared to the world at home and abroad that a foreign national criminal can not escape the harsh judgment of the law even if he flees to his own country to avoid punishment in Korea, and our government's strong will to protect its citizens.
The Ministry of Justice of the Republic of Korea is committed to ensuring that criminals in Kazakhstan receive punishment commensurate with their crimes.
The Korean ministry of Justice said, “we not only cooperate closely with the authorities, but also strengthen our tight cooperation system with foreign authorities and establish case-specific and customized response strategies to prevent criminals from escaping to any part of the world.
“Even so, we will do our best to ensure that you receive strict justice” the ministry added.
