South Korean Ministry of Justice and the Human Resources Development Service of Korea agreed to work together in regard to ensure the stable performance of national exams by signing a business agreement (MOU) on Friday, May 3, 2024.
Both organizations are working together to increase public trust in more stable national test operations. Both organizations share necessary information for the operation and management of national exams and cooperate.
According to the MOU signed between the Ministry of Justice and Human Resources Development Service of Korea.1) The Ministry of Justice supports professional manpower and legal advice, including test committee members related to national qualifications hosted by the Human Resources Development Service of Korea. 2) The Human Resources Development Service of Korea provides the necessary information to manage the bar exam hosted by the Ministry of Justice Support manpower.
“We have signed a business agreement (MOU) on related work and decided to clarify our cooperative relationship” said Ministry of Justice in a statement.
In January 2024, the Ministry of Justice successfully completed the bar exam, which was conducted through a computer-based test (CBT) for the first time among essay-type national exams with cooperation of 151 CBT experts from the Human Resources Development Service of Korea.
The Human Resources Development Service of Korea is in charge of 493 types of national technical qualification tests, and vocational training teachers from the Ministry of Justice's Corrections Headquarters that participate in tests as test committee members and test supervisors.
Shim Woo-jung, the Vice Minister of Justice said, “The support of human resources professionals from the Human Resources Development Service of Korea was a great help to the bar exam, conducted by the Ministry of Justice for the first time this year by using a computer-based test (CBT) method among essay-type national exams.”
“Through this business agreement, CBT-based lawyers’ exam is stably established and we expect that it will also contribute to the smooth operation of the national exam by the Human Resources Development Service of Korea” Mr. Shim added.
Woo young Lee, the Chairman of Human Resources Development Service of Korea, said, “Through this business agreement, the Ministry of Justice of Korea and the Human Resources Development Service has established a close cooperation system to ensure stable national examination work.”
“We hope to lead the digital transformation of national tests and enhance public trust in the fairness of tests by carrying out this purpose.”
In future, the Ministry of Justice and the Human Resources Development Service of Korea will ensure that test takers can use the CBT method stably.
