뉴스노믹스 전상천 기자 | 고용노동부는 지방자치단체와 함께 오는 17일부터 한 달간 고용허가제(E-9) 외국인 근로자가 근무하는 농가를 대상으로 농작업 현장 및 숙소 실태 긴급 점검에 나선다고 밝혔다. 이번 점검은 여름철 폭염에 대비해 야외작업이 많고 재해에 취약한 농촌 외국인 근로자의 건강을 보호하고 안전을 도모하기 위함이다. 특히 고용부 지방관서와 지방자치단체는 '중앙·지방 합동점검팀'을 구성해 실시하는 바, 농가의 온열질환 대비 상황과 지역 차원의 보건의료체계를 보다 종합적으로 점검·지원한다는 데 의미가 있다. 한편 고용부는 점검에 앞서 외국인근로자(E-9)를 사용하는 전체 농가를 대상으로 '자가점검'을 통해 자율 개선하도록 안내한다. 아울러 취약사업장 150개소에 대해서는 합동점검팀이 현장점검을 병행 실시하는데, 자가점검 결과에 따라 필요시 점검 대상을 확대해나갈 계획이다. 먼저 합동점검팀은 17개 언어로 제작한 고용부 '폭염안전 5대 기본수칙' 등을 외국인 근로자와 사업주에게 제공하고 현장 적용 여부를 확인한다. 특히 체감온도 33도 이상 폭염 시 '2시간마다 20분 이상 휴식' 의무화 등 강화된 작업운영 지침을 적극 설명한다. 아울러 작업현장 내

뉴스노믹스 전상천 기자 | 문화체육관광부와 국립국어원은 법무부와 함께 외국인 근로자의 한국 사회 적응과 언어 능력 향상을 위한 '외국인 근로자 한국어 교재' 중급 단계를 새롭게 개발한다. 올해 개발하는 교재는 지난해 개발을 진행한 '입문, 초급 1, 2'의 다음 단계 교재로 '중급 1, 2'로 구성될 예정이다. 또한, 지난해와 마찬가지로 다양한 근로 현장의 외국인들을 직접 만나 근로자들이 일상생활과 업무에서 자주 접하는 언어 표현, 문화적 요소, 의사소통 문제 등을 적극적으로 살필 계획이다. 이러한 조사 결과를 바탕으로 연구한 내용을 실제 상황에서 유용한 어휘와 문형, 대화문, 문화 이해 자료 등으로 구성해 교재에 체계적으로 담는다. 교재는 입문의 경우 9개 단원으로 이뤄지며 자모 학습을 중심으로 간단한 인사 등의 내용을 포함하고 있다. 뉴스노믹스 전상천 기자 | 이재명 대통령은 24일 열린 제5차 수석보좌관회의에서 차별과 폭력에 노출된 이주노동자의 실태를 언급하며 인권 침해와 국가 품격 훼손에 대해 개탄하고, 이러한 행위에 대한 철저한 대응을 주문했다고 강유정 대변인이 브리핑에서 밝혔다. 이 대통령은 모두발언에서 전남 나주의 한 공장에서 이주노동자를 지게차에 결박해 위협하는 장면의 영상과 관련해 "아주 충격적인 장면이었다"며 "차별과 폭력은 매우 중대한 범죄이고 인권을 침해하는 용서할 수 없는 행위"이라고 질타했다. 그러면서 "앞으로는 외국인 노동자 또는 소수자, 사회적 약자들에 대한 관과 민간을 불문하고 이뤄지는 폭력 행위, 인권 침해 행위에 대해서 다시는 그런 행위들이 벌어지지 않도록 철저하게 대응해야 되겠다"고 강조했다. 이어 "각 부처들이 소수자, 사회적 약자, 외국인 노동자 같은 이런 우리 사회의 소외된 영역에 있는 사람들에 대한 인권 침해 행위를 실태를 최대한 파악해 보고, 다시는 재발하지 않게 하는 현실적인 방안이 무엇인지를 보고해 달라"고 지시했다. 또한 이 대통령은 공직자의 복무 기강과 관련해 허위, 부실 및 조작 보고에 대해 강하게 질타하고 경고했다고 강 대변인은 전했다.
