농촌 외국인근로자 일터·숙소 긴급점검…"여름철 폭염대비"
뉴스노믹스 전상천 기자 | 고용노동부는 지방자치단체와 함께 오는 17일부터 한 달간 고용허가제(E-9) 외국인 근로자가 근무하는 농가를 대상으로 농작업 현장 및 숙소 실태 긴급 점검에 나선다고 밝혔다. 이번 점검은 여름철 폭염에 대비해 야외작업이 많고 재해에 취약한 농촌 외국인 근로자의 건강을 보호하고 안전을 도모하기 위함이다. 특히 고용부 지방관서와 지방자치단체는 '중앙·지방 합동점검팀'을 구성해 실시하는 바, 농가의 온열질환 대비 상황과 지역 차원의 보건의료체계를 보다 종합적으로 점검·지원한다는 데 의미가 있다. 한편 고용부는 점검에 앞서 외국인근로자(E-9)를 사용하는 전체 농가를 대상으로 '자가점검'을 통해 자율 개선하도록 안내한다. 아울러 취약사업장 150개소에 대해서는 합동점검팀이 현장점검을 병행 실시하는데, 자가점검 결과에 따라 필요시 점검 대상을 확대해나갈 계획이다. 먼저 합동점검팀은 17개 언어로 제작한 고용부 '폭염안전 5대 기본수칙' 등을 외국인 근로자와 사업주에게 제공하고 현장 적용 여부를 확인한다. 특히 체감온도 33도 이상 폭염 시 '2시간마다 20분 이상 휴식' 의무화 등 강화된 작업운영 지침을 적극 설명한다. 아울러 작업현장 내

외국인 노동자 집단 괴롭힘…고용부 "즉시 기획감독 착수"
뉴스노믹스 전상천 기자 | 고용노동부는 지난 23일 언론에 보도된 전남 나주 소재 벽돌 제조 사업장에서 외국인 노동자가 벽돌 제품과 함께 묶인 채 지게차로 옮겨지는 등 노동권을 위협받는 사태가 발생한 점을 인지하고, 해당 사업장에 대해 즉시 기획감독에 착수한다고 24일 밝혔다. 특히 이번 사건의 심각성을 감안해 외국인 노동자에 대한 폭행, 직장 내 괴롭힘 여부 등에 대한 철저한 사실관계 확인과 함께 임금 체불 등 노동관계법 전반에 대한 감독까지 실시할 방침이다. 고용부는 여전히 일부 노동 현장에서 외국인 노동자에 대한 차별과 가혹행위 등이 발생하고 있다는 것을 확인했다. 이에 유사한 사건이 발생하지 않도록 노동 여건이 열악한 농촌 지역을 중심으로 다양한 기관의 제보, 과거 신고 사건 이력 분석 등을 통해 추가적인 사업장 기획 감독을 추진할 예정이다. 김영훈 고용부 장관은 "이번 사건은 사회적 약자인 외국인 노동자의 노동인권을 심각하게 침해하는 것으로 묵과할 수 없는 중대한 범죄이며 공동체의 가치를 훼손하는 것"이라고 강조했다. 그러면서 "법 위반 사항이 확인될 경우 엄정하게 대응하고, 앞으로 외국인 노동자의 노동권을 두텁게 보호할 수 있도록 외국인 고용사업장
