뉴스노믹스 전상천 기자 | 경기도가 다국어 안전교육 확대, 고위험 사업장 안전장비 지원, 전담 지원센터 설치 등 이주노동자를 위한 산업재해 예방에 나선다. 도는 ‘경기도 외국인 이주노동자 산업재해 예방 지원 조례안’이 지난 26일 경기도의회 본회의를 통과하며 이주노동자 산업안전 정책을 체계적으로 추진할 수 있는 법적 근거를 확보했다고 5일 밝혔다. 경기도 내 이주노동자(고용허가제)는 총 16만여 명으로, 이 가운데 64.6%가 제조업과 건설업 등 고위험 업종에 종사하고 있다. 그러나 언어·문화적 장벽으로 인해 안전교육 참여와 산업재해 예방 정보 접근에 어려움이 크고, ‘산업안전보건법’과 ‘중대재해 처벌 등에 관한 법률’ 강화 이후에도 이주노동자를 대상으로 한 현장 맞춤형 지원체계는 충분히 마련되지 못했다는 지적이 이어져 왔다. 조례안에는 △이주노동자 산업안전 및 산업재해 예방 지원계획 수립 △다국어 안전교육 자료 개발·보급 △도내 산업재해 통계·데이터 수집 및 분석체계 구축 △고위험 사업장 및 소규모 사업장 안전장비 지원 △사업주 대상 산업재해 예방 인센티브 운영 등의 내용이 담겼다. 특히 이주노동자 산업재해 예방 지원사업을 전담할 ‘이주노동자 산업안전 지원

경기도, ‘있지만 없는 아이’에 대한 권리 보장 새해부터 미등록 외국인아동 보육지원금 시행
뉴스노믹스 전상천 기자 | 경기도가 새해부터 전국 광역자치단체 최초로 ‘미등록 외국인아동 보육지원금 지원사업’을 시행한다. 미등록 외국인 아동은 체류자격 없이 국내 거주하고 있는 아이들을 말한다. 내국인 아동은 월 28만~54만 원, 등록 외국인아동은 월 15만 원의 보육료를 지원받고 있지만 미등록 외국인아동은 어떠한 보육 지원도 받지 못하고 있다. 도는 지난해 제정된 ‘경기도 출생 미등록 아동 발굴 및 지원 조례’에 따른보육·복지 사각지대 해소를 위해 미등록 외국인아동 보육지원금을 기획했다. 지원 대상은 도내 어린이집에 재원 중인 미등록 외국인아동이며, 1인당 월 10만 원의 보육료가 지원된다. 보육료는 보호자에게 현금으로 지급하지 않고 어린이집에 직접 지원하는 방식으로 운영해, 보육 목적 외 사용을 방지하고 재정 집행의 투명성을 높였다. 도는 지역별 인구 구성과 행정 여건을 종합 고려해 2026년 시범 사업 지역으로 화성, 안성, 이천 총 3개 시군을 선정했다. 향후 제도 안정성을 확보한 뒤 참여 시군을 확대할 계획이다. 김성환 경기도 이민사회지원과장은 “그동안 투명인간처럼 취급돼 온 미등록 외국인아동들이 내국인 아동과 마찬가지로 권리를 보장받고 재정적

경기도, ‘국적변경 체납자’ 전수조사로 체납액 약 8천만 원 징수
뉴스노믹스 전상천 기자 | 경기도가 국적을 변경했지만 국내에서 계속 거주하며 경제활동을 하고 있는 지방세·세외수입 체납자 115명을 전수조사해 체납액 7천679만 원을 징수했다고 4일 밝혔다. 국내에서 경제활동을 하거나 재산을 보유했음에도 외국인 신분으로 국적을 변경한 체납자는 체납처분이 지연되는 등 징수가 어려운 사례가 많다. 특히 국적변경 체납자는 주민등록 말소로 거소지 파악이 쉽지 않아 일반 체납자보다 행정력이 더 소요된다. 이에 경기도는 법무부와의 지속적인 협의를 통해 국적변경 체납자의 국내 거소지 자료를 제공받고, 체납자 식별부터 징수까지 연계하는 조사·협업 체계를 마련했다. 기존에는 국적상실 체납자의 국내 거주 여부 확인을 위해 신용정보와 주민등록 기록 등을 수작업으로 대조해야 했다. 하지만, 경기도는 법무부에 국적 상실자 명단을 발송하면 그 중 국내 거주하는 체납자의 거소 정보를 받을 수 있게 됐다. 이러한 조사 체계를 마련한 것은 전국 지방자치단체 가운데 경기도가 처음이다. 도는 최대 6개월까지 소요되던 조사 기간을 1개월 이내로 단축해 체납처분 효율을 크게 높였다. 도는 지난 10월 이를 활용한 국적변경 체납자 전수조사 과정에서 외국인등록번호

뉴스노믹스 전상천 기자 | 경기도와 31개 시군이 만 6세 등록 외국인 아동이 거주하는 가구를 대상으로 20개 언어 안내문을 제작·발송하는 등 2026년 초등학교 입학 안내를 실시한다. 외국인 아동은 내국인 아동과 달리 의무교육 대상이 아니고 주민등록이 되어 있지 않아, 지자체의 취학 통지가 이뤄지지 않는다. 이때문에, 언어와 제도 이해의 어려움으로 취학 절차와 시기를 모르는 외국인 부모의 자녀가 미입학 상태로 방치되는 사례가 발생해 왔다. 도는 이러한 취학 사각지대를 해소하기 위해 법무부로부터 취학 대상 외국인 아동 현황 자료를 제공받아 교육청, 시군과 취학 안내를 추진하고 있다. 지난해에는 광역자치단체 최초로 21개 시군이 참여해 등록 외국인 아동 2,037명을 대상으로 취학 안내를 실시했다. 올해는 31개 모든 시군이 참여해 총 3,629명을 대상으로 2026학년도 초등학교 취학 안내를 진행한다. 안내는 외국인 가정이 이해하기 쉽도록 중국, 베트남, 필리핀, 러시아, 우즈베키스탄 등 20개 언어로 번역했다. 도는 공문과 안내장을 제작해 각 가정에 우편으로 발송할 예정이다. 또한 통역 지원이 필요한 경우 경기도 이민사회 통합지원센터 및 다누리 콜센터와 연
