뉴스노믹스 전상천 기자 | 경기도소방재난본부가 소방차량 무상양여 200대를 돌파하는 기록을 세웠다. 26일 오산 경기도국민안전체험관에서 ‘소방차량 무상양여식’을 개최했다. 이날 양여식에는 올해 소방차량 지원 대상인 5개 국가(캄보디아·몽골·키르기스스탄·페루·필리핀)의 주한대사와 안계일 경기도의회 안전행정위원장, 전자영·박세원 도의원 등이 참석해 안전을 위한 협력 의지를 다졌다. 경기도의 소방차량 양여사업은 내용 연수가 경과한 소방차를 도움이 필요한 국가에 지원함으로써 인도주의 정신을 실천하고, 재난관리 시스템의 현대화를 지원하는 사업이다. 경기도는 지난 2006년 러시아(연해주) 한인촌의 열악한 소방안전 여건을 개선하기 위해 소방차 20대를 지원한 것을 시작으로 작년까지 캄보디아와 몽골 등 9개국에 총 190대의 펌프차와 물탱크차, 구급차 등 각종 소방차를 지원했다. 올해 44대를 추가 양여함으로써 10개국의 지원 차량은 총 234대에 달한다. 지난 3월 캄보디아 시엠립주에서는 경기도 소방차량을 활용해 화재를 성공적으로 진압하고 인명피해를 막았다며 도에 고마움을 전하기도 했다. 경기도의 소방차량 양여사업은 지구촌 안전을 도모함과 동시에 중장기적으로는 국내 소

외국인 투기거래, 더 세세히 들여다 본다…거래신고 내용 확대
뉴스노믹스 전상천 기자 | 앞으로 외국인이 국내에서 집을 살 때 체류자격과 국내 주소, 183일 이상 거주 여부를 신고해야 한다. 또 외국인이 토지거래허가구역에서 집을 살 경우 거래신고 때 자금조달계획서와 입증서류를 제출해야 한다. 국토교통부는 이 같은 내용을 담은 부동산거래신고법 시행령을 9일 공포하고 내년 2월 10일부터 시행한다고 밝혔다. 앞서 국토부는 지난 8월 21일 외국인들의 주택 투기 방지를 위해 서울 전지역과 경기·인천의 주요 지역을 외국인 토지거래허가구역으로 지정했다. 이에 따라 8월 26일부터 토지거래허가구역 내 주택을 거래하려는 외국인 등은 취득 후 2년 동안 실거주할 수 있을 때만 거래할 수 있게 됐다. 국토부는 토지거래허가구역 지정 뒤 외국인의 주택거래 추이를 면밀히 검토했으며 지난 9월부터 이번 달까지 3개월 동안 수도권 지역의 외국인 주택거래가 지난해 같은 기간보다 40% 감소(1793건➝1080건)한 것으로 확인했다. 특히 비거주 외국인의 주택거래로 볼 수 있는 위탁관리인 지정거래도 98% 감소(56건➝1건)한 것으로 나타났다. 앞으로도 외국인의 주택 거래 추이를 지속해서 모니터링할 예정이며 실수요 중심의 거래질서를 확립하기 위해

외국인노동자 100만 시대…내년 '외국인력 통합지원 로드맵' 마련 계획
뉴스노믹스 전상천 기자 | 고용노동부는 '모든 일하는 외국인'에 대한 통합적 정책 수립 및 지원이 이뤄질 수 있도록 개선방안을 마련할 계획이라고 밝혔다. 이에 12일 서울지방고용노동청에서 노·사·정 및 전문가가 참여하는 '외국인력 통합지원 TF'를 출범하고 첫 회의를 개최했다. 특히 노동부는 TF 논의 결과를 바탕으로 내년 상반기 중에 '외국인력 통합지원 로드맵'을 마련해 발표하고, 외국인고용법 개정안을 국회에 제출할 예정이다. 한편 국내 외국인 취업자는 100만 명을 넘어 빠르게 증가하고 있지만 체류자격별로 소관 부처가 달라 외국인력 전반에 대한 체계적인 수급설계에 한계가 있고, 체류지원 및 권익보호에도 사각지대가 발생하고 있는 실정이다. 이번 TF는 이규용 한국노동연구원 선임연구위원과 손필훈 노동부 기획조정실장을 공동위원장으로 노동계, 경영계, 현장 및 학계 전문가, 관계부처, 자치단체, 유관기관 등 모두 23명으로 구성했다. 이에 TF 회의는 내년 2월까지 매주 또는 격주로 개최해 외국인력 통합지원 방안을 심층 논의하는 바, 첫 회의에서는 외국인력 통합 관리·지원의 필요성과 추진방향을 논의하고 공감대를 형성했다. 특히 이날 첫 회의에서는 외국인력 통합

경기도내 외국인 가운데 5년 이상 장기체류자 비율 절반 넘어… 장기 거주자 지원 정책 필요
뉴스노믹스 전상천 기자 | 경기도 내 외국인 가운데 장기 거주자와 외국국적동포 비중이 높아지면서 기존 단기 체류 중심의 정책보다는 이들의 장기 거주를 지원하는 방향의 정책 변화가 필요하다는 조사 결과가 나왔다. 경기도는 15일 시흥시에서 31개 시군 이민자 지원부서 담당자 워크숍을 열고 이런 내용을 담은 ‘2025 경기도 이민자 사회통합 실태조사’ 결과를 발표했다. 2023년 행정안전부 통계에 따르면 경기도에는 약 81만 명의 외국인 주민이 거주하고 있다. 전국의 약 33%를 차지하는 규모다. 도는 급증하는 이민자 수요에 대응하기 위해 지난 6월부터 8월까지 도내 이민자 712명을 대상으로 경제활동, 가족생활, 사회참여, 차별 경험 등 실태조사를 했다. 조사에 따르면 체류 유형 중 외국인 근로자의 비율이 22.3%로 가장 높았으며, 외국국적 동포(22.2%), 결혼이민자(21.3%), 기타 외국인(14.3%), 국적 취득자(13.5%), 유학생(6.3%) 순으로 나타났다. 한국 거주기간은 10년 이상(29.8%)과 5년~10년 미만(26.8%) 등 5년 이상 장기체류 비율이 56.6%로 과반을 차지했다. 경제활동참가율은 전체 응답자의 64.7%로 남성은 85
