뉴스노믹스 전상천 기자 | 경기도 내 외국인 가운데 장기 거주자와 외국국적동포 비중이 높아지면서 기존 단기 체류 중심의 정책보다는 이들의 장기 거주를 지원하는 방향의 정책 변화가 필요하다는 조사 결과가 나왔다. 경기도는 15일 시흥시에서 31개 시군 이민자 지원부서 담당자 워크숍을 열고 이런 내용을 담은 ‘2025 경기도 이민자 사회통합 실태조사’ 결과를 발표했다. 2023년 행정안전부 통계에 따르면 경기도에는 약 81만 명의 외국인 주민이 거주하고 있다. 전국의 약 33%를 차지하는 규모다. 도는 급증하는 이민자 수요에 대응하기 위해 지난 6월부터 8월까지 도내 이민자 712명을 대상으로 경제활동, 가족생활, 사회참여, 차별 경험 등 실태조사를 했다. 조사에 따르면 체류 유형 중 외국인 근로자의 비율이 22.3%로 가장 높았으며, 외국국적 동포(22.2%), 결혼이민자(21.3%), 기타 외국인(14.3%), 국적 취득자(13.5%), 유학생(6.3%) 순으로 나타났다. 한국 거주기간은 10년 이상(29.8%)과 5년~10년 미만(26.8%) 등 5년 이상 장기체류 비율이 56.6%로 과반을 차지했다. 경제활동참가율은 전체 응답자의 64.7%로 남성은 85
뉴스노믹스 전상천 기자 | 고용노동부(장관·김영훈)는 1일부터 한달 간 겨울철 재해에 취약한 농어촌 외국인노동자의 건강과 안전을 보호하기 위해 외국인노동자가 근무하는 농·어가를 대상으로 한파 대비 주거시설 합동점검에 나선다. 이번 점검은 고용노동부 지방관서와 지방자치단체가 '중앙·지방 합동점검팀'을 구성해 △농가의 한랭질환 대비 상황, △지역의 한파 재난대응 △보건의료 체계 등을 보다 종합적으로 점검·안내한다. 또한, 주거시설 점검과 자치단체 불법시설물 관리 간 연계를 강화한다는 데 의미가 있다. 한편, 고용노동부는 점검에 앞서 지난 11월26일 이주노동자 지원단체와의 간담회를 통해 외국인노동자 취약실태 및 주거시설 점검에 대한 개선의견을 청취했다. 간담회를 통해 제기된 개선의견을 점검사항에 반영하는 한편, 불법 가설건축물 등 잘 드러나지 않는 취약사업장 현황을 제보받아 점검 대상에 포함할 계획이다. 합동점검팀은 우선, 외국인노동자(E-9)를 사용하는 농어가 취약사업장 1천개소를 대상으로 '사전 자율검검'을 실시한다. 노후화된 주거시설에서 일어날 수 있는 위험요인*에 초점을 두어 점검이 이루어지도록 하고, 자율점검 결과 등을 토대로 하여 농·어업 분야 100
뉴스노믹스 전상천 기자 | 법무부는 1일부터 오는 2026년 2월28일까지 90일간 자진신고 후 출국하는 불법체류 외국인에게 범칙금을 면제하고, 입국규제를 유예하는 '불법체류 외국인 특별 자진출국 제도'를 본격 시행한다. 다만, 밀입국자나 위변조여권 행사자, 형사범, 출국명령 불이행 등 강제퇴거 대상자나 1일 이후 불법체류자는 이번 대상에서 제외된다. 법무부는 이날 기존 자진출국 기간에는 불법체류 외국인이 범칙금을 납부한 경우에만 입국규제를 유예하였으나, 이번 특별 자진출국 기간에는 범칙금을 납부하지 않아도 입국규제를 유예한다고 밝혔다. 또한, 법무부는 특별 자진출국 기간에도 단속을 실시하여, 적발된 외국인에 대해서는 강제퇴거 및 입국금지 조치 등 엄정하게 대처해 나갈 예정이라고 덧붙였다. 정성호 법무부장관은 “이번 제도는 불법체류 외국인들이 범칙금이나 입국규제에 대한 부담 없이 안심하고 본국으로 출국할 수 있도록 마련한 것으로, 많은 외국인들이 이 제도를 활용하기를 기대한다”라고 말했다.
